critics said will contain coverage some people feel they don't need. insurance executives through the reasons people and individual insurance market are getting cancellation notices is because most of them bought their policies after obamacare was signed into law. >> the primary reason the current policies are not grandfathered is because people enrolled in those policies sometime in the last three and a half years. there is a tremendous amount of turnover that happens in the individual market. people typically don't stay in those policies for an extended period of time. so most people enrolled in that policy in the last three and a half years. speak of the president's promise if you like the insurance committee can keep it, might be more dependable before he signed a formal character became problematic afterwords because the policies people got after that were not grandfathered. harris: eight is a human toll of all this as people wake up to a new reality with regard to the health care insurance plans. but this promise from the president appears to continue trouble for democrats.

from president obama on the botched rollout of obamacare. we don't expect him to say that it was botched but i never know. the cancellation of millions of health care policies as well is something he is expected to address. fox news has learned the president will announce a plan to let those americans keep their insurance plans if they have them. more on that as we get it. right now lawmakers on capitol hill are still trying to get to the bottom of the failed health carrollout as another house panel gets set to consider new legislation. good morning to you. it is a very busy morning. i'm jon scott. jenna: i'm jenna lee. jon, you bring up a great point. what would the president say about the actions thus far in the six weeks of the rollout? jon: right. thus far not much indication from the white house that he thinks there is a great deal wrong. jenna: we'll see what he has to say. will there be some sort of apology? we may be going too far. how will he address it, how will he frame it? that is the big question today. look what is happening not far from the white house

but you may hear noise from that. part of the reason folks here don't like the house plan because it let companies on individual insurance market at that sell policies with lifetime limits and coverage carveouts to anyone, not just people who have them now. that could encourage young, healthy people to choose something other than the federal or health insurance exchanges where the white house wants to sear them to keep the premiums low. white house chief of staff denis mcdonough met with democrats in the house and senate for four hours yesterday. we're told privately their reviews of the president's news conference were fairly positive. democratic lawmakers think mr. obama struck the right tone, not just with his apology for failing to deliver on his promise if you liked your insurance you can keep it but with his assurance that lawmakers who repeated that promise did so based on what they were told by him and other white house officials. the president said the criticism of that failed promise and the website problems were we'll deserved. >> right now everybody is properly focused on us

and going on the exchanges and getting sticker shock. we don't have quantitative data but we've got a lot of anecdotal data that people are suffering sticker shock going in there we had the example of an email from the chief of staff of a democratic congressman saying people are, older staffers are paying three or four times the premiums that they were paying before. so that is going to be rippling through next year. then people will be trying to negotiate their new networks and finding out their favorite doc is not covered by the network. provider that was nearby they trusted is not in their network. they will have to be finding new networks. this will not be a happy time for people. as a result, it will not be a happy time for the president as the affordable care act, as obamacare as we popularly used to call it, rolls out through 2014. jon: yeah. democrats seem to be, and president himself don't seem to be using that phrase quite as much these days. >> no, they don't. jon: talk about what happened in the u.s. senate about 23 hours ago when democrats voted in the majority that changed r

. eventually if not by the end of 13 maybe 14 the fact is they don't know. there are too many surprises learned in the weeks since october 1. you cannot really enroll even if you wanted to, only a few of them make it through the system all the way to purchase coverage, but this point we are learning not only very few plans ultimately in the out years will be grandfathered in. it might get stricter as it goes along. maybe we won't get canceled this year, but who knows what the grandfather restrictions change to in the future. so there is widespread anxiety now amongst all insured, that is a problem for consumer demand, a problem for people afraid to buy things because they're afraid of coming out of pocket cost. if you administration fixes website and gets young people in it, and may be able to control the damage but what you are hearing the stories we're hearing in the news. jon: i can't think of a presidential statement that was repeated more often than if you like your doctor you can keep your doctor, if you like your health plan, you can keep it. now he is saying if you had one of these plan
